Arabic (تخصيص) for allocation of a public property for public use/ utility. This happens when government authorities earmark and allocate a publicly owned plot of land or property to be used for public utility projects such as schools, hospitals, refugee camps, etc.
In this sense, takhsis is not like waqf, because the allocated property according to takhsis is not owned by the allocator.
It is alternatively known as irsad.
