A small or ordinary investor whose buying power is very limited or not large enough to bring about any significant impact on a security’s market price when buying or selling. Moves of mice are often of no material consequence to other traders in the market. For that reason, mice follow in the footsteps of influential investors such as hedge funds, banks, governments, etc.

A large investor is idiomatically referred to as an elephant.
