Bonds that were investment grade (AAA, for example) at the time of issue, but have thereafter lost their top rating into a lower rating (below investment grade, such as BB or lower). In their new state, these new bonds become equivalent to junk bonds, though junk bonds are originally issued with ratings below investment grade.
